Russia approves procedure for deferring IT specialists from military service

The Russian government has approved the procedure for postponing IT specialists from military service "against the background of their massive outflow." The decree was signed by Prime Minister Mikhail Mishustin, but the document has not yet been published, reports The Bell.

Who will not be taken to the army

Thus, a deferral from service in the Russian army can be applied for:

young people under the age of 27 with higher education and at least one year of experience in IT companies;specialists with less than one year of experience, if they graduated from the University one year before their appointment to the position.

At the same time, companies must form and send a list of applicants for postponement to the Russian Ministry of digital development no later than May 1, 2022. The agency will send a generalized list to the Ministry of defense of the Russian Federation, where they will form and send the final lists to military enlistment offices.

In addition, there is a list of University specialties and training areas that allow you to apply for a postponement. These are Mathematics, Applied Computer Science, and so on.

About the massive outflow of IT specialists from Russia

According to the head of the Russian Association of electronic communications Sergey Plugotarenko, about 50-70 thousand IT specialists left Russia in late February — early March 2022, and another 100 thousand people may leave in April.

The Russian Ministry of Digital Development tried to stop the outflow of IT specialists with the help of benefits. For example, the agency proposed to exempt IT employees from income tax and issue them a mortgage at 5%, but these ideas were not included in the final document.

The Legal Service of Evgeny Prigozhin's Concord company last week (March 21-27 — Ed.) developed a bill that complicates the departure of IT specialists abroad. At the same time, the Ministry of digital development opposed this initiative, noting that such a measure could increase the outflow and have a destructive impact on the industry as a whole.

Recall that due to the war against Ukraine, most of the largest global technology companies left the Russian Federation. The Russian IT market reacted almost instantly: many entrepreneurs left on their own and moved entire teams behind them.
