Ukraine launches free platform to help with business relocation: how it works and who it will suit

A single digital interaction platform for business relocation assistance relocate has been launched in Ukraine.prozorro.sale. It was launched by the state enterprise " ProZorro.Sales " on the initiative of the Ministry of economy, as well as with the support of the Ministry of digital transformation and the national project for the development of entrepreneurship and export Diya.Business, the press service of the Ministry of Digital Development reports.

In Particular, "ProZorro.Sales " together with the e-Tender marketplace, we have developed an IT system that allows you to submit applications for both enterprises that need to move, and companies that are ready to provide premises or other assets for this purpose.

Businesses can apply through the platform at this link. Subsequently, the list of such marketplaces is promised to be expanded and placed on the ProZorro website.Sales". Using the platform is free for all users.

It is known that for the implementation of the relocation project, the global vendor Microsoft Corporation provided cloud services for use as part of the general program of support for government agencies and businesses. This made it possible to provide the infrastructure of a solution for automating the relocation processes of Ukrainian enterprises.

Who is the platform for

The new initiative is designed for:

businesses that have applied for relocation;companies that want to help businesses with relocation;representatives of the Ministry of economy, military administrations, companies that help with the processing of applications, logistics, relocation process, search for new production facilities and resettlement of employees, etc.

Applications can be submitted by both businesses that need to move, and companies that are ready to provide premises or other assets for this purpose.

In addition, businesses will be able to publish their offers of assistance to other businesses on the platform in the form of an open register (for example, real estate or other property).

What is useful for

It is assumed that the platform will allow not only collecting and processing such requests, but also monitoring the online relocation process, which will be implemented by the Ministry of economy together with the Ministry of infrastructure, Ukrzaliznytsia, Ukrposhta and other participants.

"We must help companies resume operations so that they can continue to pay taxes and provide jobs. To do this, we are launching a platform to help you relocate your business from hot spots. This will be a useful service for thousands of Ukrainian businesses," said Valeria Ionan, Deputy Minister of digital transformation for European integration.

According to the Ministry of Economy, 216 enterprises were evacuated from the war zone in a month, and 97 of them have already resumed work in a new place. In total, the agency received 1,473 requests for relocation, and such requests continue to arrive.

It is expected that representatives of the ministry, military administrations, companies that help with logistics, and other participants in the process will be able to process requests for relocation in the system, which will simplify and optimize the process of managing the relocation process. Businesses will see the current status of their application in their merchant profile on platforms that will help with organizational issues.

What else is known

"Our goal is to digitalize and organize the relocation process carried out by the Ministry of Economy, The Ministry of infrastructure, Ukrposhta, Ukrzaliznytsia, ОВА/CAA and other state-owned enterprises, as well as to provide companies and institutions that have free capacities to lease enterprises from war-affected areas with the opportunity to publish public announcements about this on a single resource. Therefore, businesses that need to maintain production and transport it to other regions can already apply through the platform," said the first deputy director of the State Enterprise ProZorro.Sales " Daria Marchak.

14 regions have already joined the business relocation program in Ukraine: Transcarpathian, Ivano-Frankivsk, Lviv, Ternopil, Khmelnytsky, Chernivtsi, Vinnytsia, Volyn, Rivne, Kiev, Dnipropetrovsk, Cherkasy, Poltava and Kirovohrad.

For cooperation in helping businesses and developing the ProZorro platform.Sales " has already signed a memorandum with the first military administration — the Lviv era.

In Lviv, they said that more than 40 enterprises have already moved their production facilities from the territories of active military operations to the Lviv region and are starting to work here. Several hundred more relocation requests are still in progress. Now all this is done manually, but digitalization of the process and the launch of the platform should accelerate the recovery of business in this region.

Earlier it was reported that a national IT cluster is being created in Transcarpathia. Moreover, to protect the Ukrainian economy, all IT specialists in this region are released from military service during martial law.

Subsequently, it became known that the specialists of IT companies of Kharkiv region who are liable for military service want to be released from mobilization into the army. The authorities are also considering the possibility of retaining specialists at the places of registration, said the head of the Kharkiv regional military administration Oleg Sinegubov.
