About tax incentives for the IT industryIn particular, the politician announced his intention to unify the tax legislation of Ukraine with the legislation of the European Union: tax rates should be at the level of the lower level in the EU.
However, taxes, according to him, should be paid by everyone — "we must abandon the practices of tax evasion, smuggling, etc.that are dear to our business."
"The restoration of Ukraine after the war. We must stimulate, including through taxes, important industries for the country — the military-industrial complex, agricultural processing and it.
He added that the authorities should give benefits to industry through industrial parks and "investment"ones. In particular, the" Financial " Committee of the Rada recommended the adoption of a tax law on industrial parks and expects that in the near future it will be submitted to the Hall.
About the introduction of the Nnvc for the whole businessThe MP also commented on the possibility of switching all Ukrainian businesses to the legal regime of Action City or replacing income tax with a tax on withdrawn capital (Nnvk) during wartime.
"Now we can conduct an experiment with the tax on withdrawn capital. Provided that the business that insists on it will switch to it. Most of our companies do not make a profit, and this will not affect the budget," Hetmantsev assured.
At the same time, he is not sure that the business will want to switch to it, when in fact he will calculate the financial consequences for himself.
"We had a similar conversation with IT professionals who also supported its implementation. In the first reading of the community tax law, we introduced it and publicly announced it, after which the same IT companies came to us and asked us to cancel this decision. As a result, we agreed on a compromise that this tax will be optional, and whoever wants it comes," the politician stressed.
According to him, there is no example in the world that a tax on withdrawn capital attracts additional investment. However, if business is in favor, then "it can be introduced in wartime," he admitted.
About a complete reset of CustomsIn addition, Hetmantsev announced an initiative to reform the Ukrainian customs.
"I believe that Customs should be restarted. This applies to both the central and regional leadership. We are communicating with the prime minister on this issue, he has a similar position," the parliamentarian said.
At the same time, he stated that now there are queues at customs, poor-quality paperwork, "law enforcement officers who graze at posts, humanitarian aid sold in bazaars."
"In peacetime, this was called corruption, now — looting. And this is a different level of responsibility. And this should be burned out with a red — hot iron," the MP concluded.
Recall that the Cabinet of Ministers of Ukraine has supplemented the list of types of business activities allowed under the special legal and tax space of Action City.
Previously, due to a full-scale war, the criteria for residency in this special regime were also simplified as much as possible.
