Journalists write that 1xBet continues to work in Russia. However, the Gambling Regulatory Commission sees no ties with the Russian Federation

On July 21, an investigation by InformNapalm was published, which showed that the 1xBet bookmaker continues to operate in Russia, although it has a license to work in Ukraine. DOU made a request to the gambling and Lottery Regulatory Commission to find out on what basis the bookmaker continues its activities. It turned out that according to the documents in 1xBet, everything is allegedly in order, and the rest of the details are out of sight of the relevant Commission.

The main thing that the investigation showed? On July 21, volunteers of the international intelligence community InformNapalm published an article in which they say that 1xBet continues to work freely in Russia with the consent of the special services. First, there is a video from May 29, 2022, in which, under the symbols of 1xBet, a Russian rap artist claims that boys from Azov were "sitting in kindergartens bombed by the invaders in Mariupol", and Ukrainians allegedly "bombed old people, children and Poh** who" in the Donbass. Secondly, payments for the bookmaker are made by Russian banks and payment systems. Third, the 1XBet website and mobile app are visually and technically almost identical to the Russian 1xstavka resource. What do the Gambling Regulatory Commission say? In short: "the Krail does not have any documentary evidence of information that may indicate a possible indirect connection with the Russian Federation and signs of control by the aggressor state over the activities of TBK LLC (1xBet).

If you analyze it in detail, then in response to DOU's request, the Commission said that when issuing a license, they are guided by the law. The ultimate beneficial owner of TBK LLC (1xBet) is a citizen of Ukraine. The manager and chief accountant — too. The commission did not find any corporate ties with the aggressor state in them. In addition, the site's domain name is located in the ua zone, as required by Ukrainian legislation. The owner of the 1xBet trademark is Navasard Ltd, whose ownership structure, according to the Commission, has no ties with persons associated with the Russian Federation. Therefore, 1xBet, according to representatives of the commission, works legally.

Can the 1xBet license be revoked? The relevant Commission says that they will respond to the situation only if the competent authorities establish the fact of the company's ties with the Russian Federation and transmit such information to them. Details

In June of this year, the head of Krail Ivan Rudy, speaking about 1XBet, said that the story is really "a little with an ugly smell." He assured that the SBU checks the company for communication with Russia. In addition, he added: the Commission does not have the right to conduct "any in-depth verification of documents", so it was obliged to issue a license.

A petition demanding to ban the Russian bookmaker 1xBet from working in Ukraine on the President's website has received the necessary number of votes for consideration. In particular, it says that Navasard Limited — the owner of the trademark — according to Forbes belongs to Russian citizens Roman Semiokhin, Sergey Karshkov and Dmitry Kazorin. In addition, the author of the petition claims that TBT LLC does not conduct activities on the site. 1xbet.ua for which it has received a license, but conducts it on the territory of Ukraine through an unlicensed website 1xbet.com it also serves citizens of the Russian Federation and Belarus.
